Association Executives Committee/Forum
Purpose: To be a resource for REALTOR® associations at all levels by 1) ensuring that there is knowledge and understanding of issues and concerns between the REALTOR association community and NAR committees and leadership; and 2) providing a framework which ensures that staff and volunteer leaders have the professional development and management resources they need to provide optimal services to their members.
Organization: The Association Executives Committee (AEC) shall be comprised of 20–25 REALTOR® association professional staff appointed positions, including the chair, vice chair, vice chair-elect (when appointed), and immediate past chair. The AEC chair and vice chair, selected by the Recommendations and Recognition Advisory Board, with approval by the NAR president, shall each serve a one-year term. They shall not succeed themselves. The chair and vice chair shall have served on the AEC within the five years preceding their appointment. If a vacancy occurs in the chairmanship, the vice chair shall become the chair for the remainder of the term and be eligible to serve another full term, if so recommended and approved by the NAR president-elect. In the event a vacancy occurs before the vice chair's term has ended, the vice chair-elect shall become the vice chair for the remainder of the term and be eligible to serve another full term, if so recommended and approved by the NAR president-elect.
The chair of the following AEC advisory boards and forums shall be automatically appointed to serve on the committee: AE Institute Advisory Board, RCE Certification Advisory Board, Recommendations and Recognition Advisory Board, and State EO Forum. AEC work group chairs and AEs whose expertise may be needed during a particular term shall also be appointed to serve on the committee.
In addition, the AEC liaison to the Executive Committee and the four AEs (one state AE, two local association AEs, and one regional MLS AE) appointed annually to the NAR Board of Directors shall also be appointed. The Recommendations and Recognition Advisory Board shall recommend appointments to these positions for approval by the NAR president. Two of the appointments shall include the chair and vice chair of the AEC, when possible.
The AEC vice chair-elect, with the approval of the NAR president, shall appoint the vice chair of the AE Institute Advisory Board, the Recommendations and Recognition Advisory Board, the RCE Certification Advisory Board, and the State EO Forum. The vice chair may move up to the position of chair.
The AEC vice chair, with input from the vice chair-elect and approval by the NAR president, selects members to serve on the AEC advisory boards the following year. The advisory boards are assigned to carry out the goals and objectives identified during the annual AEC Planning Session. In the event that AEC or advisory board members in non-leadership positions are temporarily unemployed by an association of REALTORS®, they will not be replaced (at their request and at the discretion of the AEC chair) on the committees they serve on for up to 90 days from the time they are unemployed. They may attend and participate in the respective committee meetings during the interim period.
Procedures: The AEC establishes and approves changes to policy, procedures, and goals, and the AEC advisory boards are empowered to identify and implement plans within the parameters of such policies, procedures and goals, with updates to the AEC. Work groups are appointed by AEC leadership to address a specific issue and the recommended actions are approved by the AEC, or the AEC chair and vice chair between regularly scheduled AEC meetings. The AEC reviews and takes action on all recommendations submitted to the committee from the AEC advisory boards and work groups, as well as recommendations from other NAR committees, PAGs, and work groups. Recommendations from the AEC that impact budget and policy matters are submitted to the Executive Committee and then the Board of Directors. NAR staff has the authority to implement ongoing programs, with periodic, formalized input from AEs.
AE Institute Advisory Board
Purpose: To plan the AE Institute by identifying programming issues, trends, and knowledge needs of REALTOR® association executives by reaching out to and involving a broad base of internal and external REALTOR® organization constituencies and subject matter experts. Programming should be tied in with the NAR Strategic Plan and the AE Core Competencies.
Organization: The AE Institute Advisory Board shall be comprised of 12 members, plus the chair and vice chair, who will serve one-year terms. In January of each year, the AEC chair shall request that AE Institute Advisory Board members communicate (by the end of March) their desire to serve as advisory board vice chair the following year. The AEC vice chair-elect interviews candidates by telephone in April, and the AEC vice chair-elect, with input from the AEC vice chair and AE Institute Advisory Board chair, selects the new AE Institute Advisory Board vice chair. The AEC vice chair, with input from the AEC vice chair-elect and incoming AE Institute Advisory Board chair, shall also appoint new advisory board members each year by mid-April. All of these appointments are made with approval from the NAR president-elect. During the AE Institute the advisory board chair shall be known as the "dean" and the other members shall be known as "governors."
Procedures: The AE Institute Advisory Board is empowered to make decisions regarding AE Institute programming, such as course topics, speakers, and events, which will meet the knowledge needs of AEs. It is also empowered to identify future Institute sites that are recommended from a master list of properties that meet AE Institute space criteria. At the Midyear Meeting the AEC will consider the proposed sites and if approved, they will be forwarded to NAR Convention staff to research. Based on this research, Convention staff will invite the qualified cities to submit a bid, and the Institute will be awarded to the city with the best combination of AE-ranked criteria.
RCE Certification Advisory Board
Purpose: Maintain designation policies and procedures and ensure that the RCE designation program is administered within limits of established guidelines and applicable laws and regulations; market the RCE designation program to all AEs, as well as to REALTOR leadership; and oversee maintenance and review of the Applicant Data Form and development of exam questions based on the RCE Body of Knowledge.
Organization: The RCE Certification Advisory Board shall be comprised of a chair and vice chair; immediate past chair; and the leader of any teams appointed by the RCE Certification Advisory Board. Additional teams will be formed to develop exam questions and other program components as needed. All members of the advisory board shall be RCE designees.
Procedures: The RCE Certification Advisory Board is empowered to approve changes to the RCE Policies and Procedures, eligibility requirements, fees, Applicant Data Form, the body of knowledge that encompasses the exam, and the exam format. Any changes to the overall RCE model must be approved by the AEC.
Recommendations and Recognition Advisory Board
Purpose: To recommend the AEC chair and vice chair; four AE appointees to the NAR Board of Directors (one state AE, two local AEs, and one regional MLS AE—two of the appointments shall include the AEC chair and vice chair); and AEC liaisons to key NAR committees. AE liaison positions will be reviewed annually and tied into the initiatives of NAR’s Strategic Plan. To select an annual William R. Magel Award of Excellence recipient; to select an annual Terry McDermott Community Leadership Award recipient; to annually select up to six inductees to the Dr. Almon R. (Bud) Smith, RCE, AE Leadership Society; to annually select recipients for the William D. North Annual AE Institute Scholarship; and to annually select recipients for the RCE Designation scholarships. When making appointments to the AEC, the Recommendations and Recognition Advisory Board will be sensitive to the needs of considering one's individual talents, as well as reflecting diversity in gender and other minority constituencies.
Organization: The Recommendations and Recognition Advisory Board shall be comprised of 14 members including the chair, vice chair, and the AEC chair and vice chair, who serve as ex-officio members. Other members include one past AEC chair, one current member of AEC, and eight members-at-large. Members shall not serve more than two consecutive one-year terms, and are not eligible to receive any appointments or awards from the Recommendations and Recognition Advisory Board except a key liaison or board of directors position. The AEC chair and vice chair are ex-officio members without a vote.
Procedures: The Recommendations and Recognition Advisory Board is empowered to select award recipients based on established criteria. The advisory board recommends AE appointments directly to NAR leadership for approval. Changes regarding award criteria, recommendations for new award programs, or new AE appointment positions must be submitted to the AEC for approval.
State EO Forum
Purpose: To allow the informal and open exchange of ideas on various issues addressed by state association chief staff executives.
Organization: All state association chief staff executives shall be members of the forum.
Procedures: As a forum, this group does not make any formal motions or recommendations.
AEC Work Groups
All AEC work groups are directed to focus on their respective objectives as assigned by AEC leadership, based on annual goals determined by AEC leadership and the AEC planning group. Special meetings funding and president's approval is sought for AEC work groups that must meet outside of the NAR meeting cycle to meet their objectives. Other AEC work groups meet during the regularly scheduled NAR meetings. AEC staff develops written updates of the work group’s progress and a final report, all of which are presented to the AEC and also posted on the AE page of nar.realtor. At the AEC chair's discretion, the work group chair may provide a verbal report during the AEC meeting/forum. AEC staff implements the initiatives that emanate from the work groups.
AE Input Groups
Staff will administer and manage the programs listed below with feedback from AE input groups as needed (to determine content or to change policies). AEC leadership may choose to appoint the input groups or they may authorize staff to contact a group of AEs who have a history with these programs or who have the necessary subject matter expertise.

RAE Editorial Board
Note: The RAE Editorial Board is not an AEC subgroup, but it is included in this document, as AEC leadership is involved in selecting board members.
The RAE Editorial Board is a virtual group that conducts its business online and by phone, and provides all input directly to the RAE Magazine editor. The RAE Editorial Board shall be composed of 15–18 members who may be reappointed, upon request, while ensuring a balance of continuing and new board members. AEs volunteer to serve in response to a "call for RAE Editorial Board members" posted on nar.realtor and in the INS. Each year current board members are asked if they want to continue serving on the board. The RAE editor identifies board members who should be retained based on their past contributions (if they are interested in serving another term) and notifies AEC leadership of the number of vacancies currently available, based on the number of reappointees. AEC leadership reviews the list of volunteers and identifies AEs (not limited to the list of volunteers) to replace the vacancies. RAE editor sends a notice to all board members informing them of their appointment and their duties.
