In 2025, NAR completed a comprehensive antitrust risk assessment of all MLS policies. A Presidential Advisory Group was appointed to review the assessment and make recommendations to modify NAR's Handbook on Multiple Listing Policy as needed to mitigate potential legal risks to NAR, local MLSs and REALTOR® associations, and members, while limiting industry disruption.
The PAG's 18 recommendations were approved by the NAR MLS Technology and Emerging Issues Advisory Board, the Multiple Listing Issues and Policies Committee, and the Executive Committee. The changes will go into effect in January 2026.
