Dr. Anthony Downs is an Economist and Senior Fellow at the Brookings Institution. He focuses his current research on smart growth, traffic congestion, and metropolitan policy. In the past he has also looked at housing policy and housing affordability. He has written many books, including An Economic Theory of Democracy, Stuck in Traffic, and Still Stuck in Traffic.
