Sample Employee Manual for Brokers
If you are looking for assistance developing an employee manual, NAR has an entire sample manual for you. Policies addressed include, but are not limited to:
- sexual harassment
- alcohol and drug abuse
- technology and social media
These examples and guidelines are intended to help you develop your own human resources policies. Once you have developed your own manual, we strongly recommend that you send your completed manual to your legal counsel for review to ensure it complies with state law.
You should also note that the sample employee manual is not intended to be used as a policy manual for independent contractors.

Strategic Workforce Planning
A strategic workforce planning analysis can help brokers to answer a number of critical staffing questions and help them to refine and meet their business goals. These questions include:
- Do you have sufficient staff to meet your strategic goals?
- Are your staff’s responsibilities properly aligned as effectively and efficiently as possible?
- Does your staff have the skills, knowledge and experience needed to take you to the next level?
- Where are the gaps and how can you fill those gaps to maximize your resources?
Aligning staff with your Strategic Plan is critical in meeting your business goals and providing value to your membership now and in the future.
A strategic workforce planning analysis includes:
- A review of your Association’s Strategic Plan
- A review of staff job descriptions
- A gap analysis of staffing resources, knowledge and experience required to meet future objectives
NAR offers two types of strategic workforce planning analyses: one which includes compensation analysis and one that does not.
Strategic Workforce Planning Analysis
Cost: $350 per position
Strategic Workforce Planning Analysis with Compensation Analysis
Cost: $425 per position
Compensation analysis assistance includes, but is not limited to, the following services:
- determining FLSA status (exempt v. non-exempt),
- job description development
- compensation system review to ensure internal equity (pay ranges).
Cost: $100 per position
As part of the benefits implementation analysis, NAR offers assistance in implementing retirement plans, health and/or disability insurance. As a part of this process we also review your current plans and pricing to ensure the plans you are offering are market competitive.
Tailored Training on Human Resource Issues
Supervisor and employee training are crucial to any successful organization. NAR offers the following courses to help you ensure that your employees are well-versed in the issues and challenges related to effective personnel management and human resources policies.
Cost: $750 per session plus travel expenses; minimum 15 participants required
The Pacific Institute (2 days)
This comprehensive, motivational seminar is a brilliant way to assist you, your staff, and/or your agents in working through barriers that may hinder them from reaching their fullest potential. Topics include: a study of how the mind works; lessons in how to control the way you think; and tips on increasing self-efficacy.
Cost: $1,500 facilitation fee; plus $205 per person materials fee.
Sexual Harassment Training (2 hours)
This training course, which includes a 14-minute video, quiz and print materials, addresses how to identify actions that constitute sexual harassment, ways it can be prevented, and how to establish company policies and procedures to address incidents of sexual harassment.
Cost: $750 per class, plus expenses; minimum 15 participants.
Tailored training on topics such as communication, conflict resolution, stress and time management and leadership are available. Participants complete an online assessment prior to the course and then receive their own personal profile at the session. The session is developed based upon the participants' assessment results.
Cost: Will vary depending upon course length and number of participants. Reimbursement of travel and direct expenses; minimum 15 participants required.

HR Consulting Sessions
At all major meetings, NAR offers thirty-minute, one-on-one consultation sessions to discuss personnel issues. To reserve your session, contact Donna Garcia prior to the meeting which you plan to attend. Sessions are provided on a first come, first served basis.
About Donna Garcia, MSHR, SPHR, SWP, RCE
Donna has been with the NAR since 1984. She joined NAR's Legal Affairs Division, where she worked for 12 years. While in Legal Affairs, she reviewed employee manuals for state and local associations, developed and revised courses for the Legal Liability Series, and was staff executive to the Risk Reduction Committee.
In 1996, she joined the Human Resources Division where she has gained extensive knowledge in employee relations, training, compensation, benefits administration, and strategic workforce planning.
Donna received her Bachelor's degree in Business Administration from St. Xavier University and her Master's Degree in Human Resource Management from Loyola University. She has obtained certifications in Organizational Development, Senior Professional in Human Resources (SPHR), Strategic Workforce Planning (SWP), and as a REALTOR Association Certified Executive (RCE). She is a member of the Society for Human Resource Management and American Society of Association Executives.
She is a certified facilitator for The Pacific Institute's Investment in Excellence Program.
